First long-term residential lessee signs with BCDA

BAGUIO CITY, Philippines — For Victorico “Ricky” Vargas, renewing his lease at Camp John Hay is more than just signing a contract; it’s about keeping a cherished piece of Baguio’s legacy alive. As the first long-term residential lessee under the Bases Conversion and Development Authority’s (BCDA) management, Vargas’ decision represents a turning point in the estate’s transformation into a premier tourist destination.

A prominent business leader and Metro Pacific Investments Corporation (MPIC) director, Vargas renewed his lease for two Forest Cabin units, which he previously held under CJH Development Corporation (CJHDevCo). The fresh 25-year agreement shows his confidence in BCDA’s vision to revitalize the 247-hectare property as a hub for investment, eco-tourism, and sustainable living.

The Forest Cabin complex spans 1.47 hectares and features 56 exclusive units averaging 270 square meters. These serene homes blend modern living with the natural beauty that has long made Camp John Hay an iconic Baguio landmark.

BCDA president and CEO Joshua Bingcang expressed gratitude for Vargas’ trust in the agency’s leadership. “BCDA remains fully committed to ensuring that your conditions will improve even more in the years ahead. Our goal is not only to grow together but to provide a stable and thriving environment for all our partners,” Bingcang said during the signing ceremony.

This lease marks a major achievement in BCDA’s efforts following a pivotal Supreme Court ruling. The April 2024 decision, finalized in October 2024, upheld an arbitral award requiring CJHDevCo to vacate the property, granting BCDA full control to implement its redevelopment plans.

BCDA chairperson Hilario Paredes and Patrick Gregorio, head of Landco Lifestyle Ventures, joined the ceremony. Paredes highlighted the importance of partnerships in realizing BCDA’s vision, adding that the estate’s future is brighter with committed stakeholders like Vargas.

Bingcang also called on other lessees under CJHDevCo to work with BCDA for a smooth transition, indicating that more long-term agreements are in the pipeline. 

“We aim to create a thriving and cooperative environment where everyone benefits — from investors to the local community,” he added.

The renewed lease comes at a time when Camp John Hay is being positioned as a benchmark for sustainable living and tourism in the Philippines. BCDA’s plans for the estate include attracting more investors and fostering its legacy as a beloved Baguio destination.
